Note:
HOMEOPATHY ACT 2007

A section of the province of Ontario Bill 171, The Health System Improvement Act, legislated and enacted Homeopathy as a new Regulated Health Profession in Ontario within the Homeopathy Act 2007. This will mean that the standards of education and practice will be established, implemented and maintained by the future Regulatory College.

One of the first steps is for a transitional council to be formed to initiate the structural processes of setting up a regulatory college and establishing the bylaws, competencies, entry to practice requirements and standards of practice.  Transitional Council of the College of Homeopaths of Ontario.

During the transition period, until the Council of the College is in place, the transitional Council exercises the powers of a Council of a health regulatory College to carry out the statutory objectives of a College to serve and protect the public interest. The College regulates the profession of homeopathy in the public interest by ensuring that individuals have access to health services provided by competent health professionals, and that individuals are treated with sensitivity and respect in their dealings with health professionals. Members of the College are governed in accordance with the Homeopathy Act, 2007, the Health Professions Procedural Code, the Regulated Health Professions Act, 1991, and the regulations and by-laws of the College. The College develops and maintains standards of practice, entry to practice requirements, standards of professional ethics, and promotes and develops standards for continuing competence among members. Various committees of the College function in a quasi-judicial role with respect to the issuance, suspension, and revocation of certificates of registration to practice in Ontario.

These elements are then presented to the Ministry of Health for its review and comment.

In June 2009 Basil Ziv was appointed Registrar of the transitional Council of the College of Homeopaths of Ontario.
.
Ziv is best known as a homeopathic practitioner and educator. He helped bring Ontario’s homeopathic community together to form the Ontario Homeopathic Coalition (OHC). On behalf of North American Society of Homeopaths and the OHC, Ziv made recommendations about homeopathic regulation to the Ministry of Health and Long-Term Care and the Standing Committee on Social Policy of the Ontario legislature.

The Registrar is the chief administrative officer of the College. During the transitional period, the Registrar will support the transitional Council in all its work, including developing and implementing policies, by-laws and regulations that will govern the practice of the health profession. The Registrar is also responsible for the day-to-day operations of the College and has statutory duties under the Regulated Health Professions Act, 1991.

According to the Province of Ontario Public Appointments Secretariat website, there are no members appointed to the transitional council as at October 2009. There is no reported website at this time. This would suggest it will be some time before a Council establishes competency and entry to practice standards.
